Action must be taken against those obstructing the work of the Court and the Government

 Former UnionMinister and Convenor of the “No Dogs on Streets” campaign, Vijay Goel, today reached the office of the Rohini Police Commissioner. He filed a complaint and demanded strict action against the so-called dog lovers who, in blatant violation of the Supreme Court’s clear orders, not only obstructed official work yesterday but also attacked MCD officers and damaged their vehicles. Goel said that on August 11, the Supreme Court had categorically ordered that all stray dogs in Delhi-NCR must be removed from the streets and sent to shelter homes, where proper arrangements for their care and food would be ensured.

The Court also made it clear that no one should remain under the illusion that the order was stayed — it is fully in force and all authorities must implement it strictly. He added that yesterday, when MCD teams reached Rohini Sector-16 and Sector-3 to capture stray dogs, the so-called dog lovers manhandled officials, damaged their vehicles, issued threats, and forcibly released the captured dogs.

This is not only contempt of court but also a serious threat to the safety of citizens. According to Goel, as per the Supreme Court’s order:  Dogs that bite or attack must be removed on priority.   No captured dog will be released back onto the streets.  Any person or organization obstructing this work will face strict legal action. He has also sent a copy of his complaint to the Municipal Corporation of Delhi (MCD), urging that the culprits be identified and booked under the following IPC provisions:  

    I.        Section 125 – Endangering life or personalsafety    

II.        Section 221 – Obstructing a public servantfrom duty  

III.        Section 223 – Disobedience of orders  

IV.        Section 224 – Threatening a public servant  

 

  V.        Section 285 – Obstruction on public road 

 VI.        Section 324 – Mischief and vandalism

Goel declared that wherever such hooliganism occurs, his organization Lok Abhiyan will file Firs against these so-called animal organizations and self-styled animal lovers. He well also moves the Supreme Court to initiate contempt proceedings against them. He reiterated that this is not merely a matter of defying a court order but a grave issue concerning the safety of ordinary citizens.

It is informed , that in the above-noted case, CCTV footage of the incident has been collected and analyzed. During analysis, one suspect seen in the footage was apprehended, who was identified as Bhavik Wassan s/o Ramesh Chand r/o B-10/73, Sec-3, Rohini, age 34 years.

During interrogation, it was revealed that the accused Bhavik used to feed four stray dogs outside his shop at Sec-3, Rohini. He is also a member of a WhatsApp group named “Rohini Dog Lovers”, created/managed by Neha Nayyar. On 18/08/25, when a team of MCD officials arrived at his shop to pick up one of the dogs, he informed the other group members through WhatsApp and shared the location. Subsequently, the group members reached the spot and rescued the stray dog from the MCD officials.

The accused Bhavik has been bound down in the case. Further, the identity of the two girls seen in the footage has been established as residents of Rohini itself.

A team has been dispatched to trace them for further investigation and for identification of the remaining suspects.
