The Third Session (Monsoon Session) of the Eighth Legislative Assembly of the National Capital Territory of Delhi will commence on Monday, 4th August 2025 at 2:00 PM in the Assembly Hall, Old Secretariat, Delhi
In a major stride towards digital governance, this Monsoon Session will be conducted as a fully paperless session through the National eVidhan Application (NeVA) platform.
The House’s sessions are provisionally scheduled for August 4–8, 2025, in accordance with the schedule that Speaker Vijender Gupta has announced. The session may be prolonged past these dates, nevertheless, based on the demands of legislative activities. Every House session will start at 2:00 PM and last until the day’s planned business is finished.
Additionally, the Speaker has instructed that by 5:00 PM on the working day before the scheduled date, Members who wish to bring up issues under Rule-280 (Special Mention) must submit their notices only via the NeVA Portal (https://cms.neva.gov.in/). At 11:00 AM on the relevant day, a balloting procedure will be undertaken in the Secretary’s Room to decide the inter-se precedence of the first ten notifications.
It is recommended that members limit their submissions to 8 to 10 lines and concentrate on a specific issue pertaining to a single department. Members are required to strictly follow the supplied text when speaking in the House.
The NeVA Portal will be the sole method for submitting all notices, including questions and resolutions, in keeping with the Speaker’s emphasis on digitisation and transparency. During business hours (9:30 AM to 6:00 PM), members or their approved personnel can seek technical assistance for online submissions at the NeVA Sewa Kendra’s dedicated facilitation facility.
In order to ensure a seamless, open, and fruitful legislative process, the Honourable Speaker has urged all Members to actively participate in this historic paperless Monsoon Session and to closely follow the established procedures.
