GRAP Ready–578 Teams, 30+ Agencies, 1 Mission: Breathe Easy Delhi!

Under CM Rekha Gupta’s leadership, Delhi Government activates winter action plan with 25 points under 7-theme, 30+ agencies, and real-time enforcement dashboards to curb pollution: Environment Minister

Citywide dust control scaled: 86 Mechanised sweepers, 300 sprinklers, 362 anti-smog guns; Additionally procurement initiated for 70 more mechanised sweepers and additional units 

•   Enforcement surge: 578 teams on vehicular checks, 443 anti-burning patrols, 953 PUC centres live with real-time dashboard 

•   Waste turnaround: 136.27 lakh tons legacy waste biomined; zero landfill fires in 2025

•   Science-backed steps: 100% PUSA decomposer coverage, pilot cloud seeding with IIT Kanpur and IMD 

The Government of NCT of Delhi has initiated a comprehensive Winter Action Plan for 2025–26 to tackle the seasonal spike in air pollution between October and February.

The plan spans 25 action points under seven themes—road dust, vehicular emissions, industry and power, open burning and solid waste, citizen interface and monitoring, and green innovation—coordinating with over 30 departments and agencies across the capital.

Chairing a high-level review, Environment Minister Manjinder Singh Sirsa directed senior officials to ensure strict, time-bound implementation and real-time monitoring through the Green War Room, with clear accountability across PWD, MCD, NDMC, DSIIDC, DPCC, Transport, Delhi Police, and allied agencies.

Emphasising preparedness, he stated: “Compliance will be non-negotiable this winter—dust control, construction norms, PNG-only industrial operations, and targeted enforcement are being scaled with precision and speed.”

The Environment Minister emphasized that all 30 stakeholder agencies — including PWD, DDA, MCD, NDMC, DSIIDC, DPCC, and Delhi Police — have been directed to maintain daily coordination through the Green War Room.

Minister further added: “Citizens are our partners—use the Green Delhi App, follow GRAP advisories, and opt for public transport and EVs as the city scales e-mobility.

Road dust and construction management

•   86 Mechanical Road Sweepers, 300 water sprinklers, and 362 anti-smog guns are currently deployed citywide, with procurement initiated for 70 additional sweepers and allied dust-control assets to expand coverage and frequency. Routes are GPS-tracked and monitored centrally. 

•   All major roads under PWD, MCD, NDMC and DSIIDC will be vacuum-swept with additional shifts; strict 14-point construction dust norms remain mandatory, with online registration for all projects ≥ 500 sqm. 

•   Anti-smog guns are compulsory for projects above 3,000 sqm and for offices/institutes above G+5; departments will ensure full compliance. A special drive targets 698 km of roadside paving and 85 km of central verge greening. 

Vehicular emission control
• Enforcement is intensified with 578 teams checking PUC, visible smoke, and idling violations; 953 PUC centres are live with real-time feeds to the Transport Department dashboard.

•   Parking fees will be doubled under GRAP Stages III/IV to discourage private vehicle use during severe episodes, while DMRC’s e-auto fleet will expand to 2,299 and EV share in new registrations will remain above 12%. 

•   Directions of the Hon’ble Supreme Court of India and CAQM on restricting entry of polluting goods vehicles are being tightly enforced at all borders. 

Industrial and power emissions
• All industries in Delhi have transitioned to PNG; joint DSIIDC–DPCC inspections will enforce zero tolerance on unauthorised fuel use.

•   Only dual-fuel or emission-compliant DG sets are permitted, with essential services exempt as per CAQM; DPCC and line departments will closely monitor compliance and operations. 

•   Consent management has been restarted for units in redevelopment areas, with DPCC field inspections to ensure compliance and curb polluting activities. 

Waste management and open burning

•   443 teams are on 24×7 patrol to prevent garbage and biomass burning, with on-the-spot penalties and prosecutions for violators. 

•   Landfill safety has improved significantly—with zero landfill fires recorded in 2025, supported by permanent watch towers and hydrants. 

•   Legacy waste remediation has achieved 136.27 lakh tons biomined as of 30.09.2025; timelines are fixed for Okhla (July 2026), Bhalswa (Dec 2026), and Ghazipur (Dec 2027). 

•   Waste-to-Energy capacity of 7,834 TPD will be augmented by an additional 7,000 TPD through new projects in 2027–28; 300 TPD of bio-gas is already operational, with 1,050 TPD additional CBG/bio-gas capacities to be commissioned at Okhla, Goyla and other sites. 

Agricultural residue and local burning

•   A city-wide drive is underway to achieve 100% coverage of fields with PUSA decomposer to suppress stubble burning within NCTD’s jurisdiction. 

•   Dedicated field vigilance includes 11 day patrols and 5 night patrols, with real-time reporting through a mobile app for swift response and action.

•   To prevent bonfires, two heaters each have been supplied to 1,407 RWAs for deployment with security staff. 

Firecracker control for Diwali 2025

•   In line with the Hon’ble Supreme Court’s order dated 15 October 2025, limited use of NEERI-certified green crackers is permitted in Delhi during Diwali, strictly on 18 and 19 October 2025 between 6:00–7:00 AM and 8:00–10:00 PM at licensed, designated sites only. 

•   Only QR-coded green crackers from licensed vendors are permitted; illegal or non-compliant stock will be confiscated, and violators prosecuted under the Explosives Rules and the Environment Protection Act. Enforcement will be undertaken jointly by Delhi Police, Revenue Department and DPCC under the close supervision of the Environment Department. 

Monitoring, citizen interface and innovation
• The Green Delhi App has resolved over 96,000 complaints since launch, with turnaround times ranging from 2 hours to 1 week; all agencies have been directed to further compress response times and ensure faster closure.

•   Six new Continuous Ambient Air Quality Monitoring Stations (CAAQMS) will be operational by March 2026, enhancing the city’s high-resolution air-quality grid. 

•   A pilot cloud-seeding programme with IIT Kanpur and IMD is planned, subject to meteorological clearance, to evaluate particulate washout as an emergency response tool.
