The New Delhi Municipal Council (NDMC), in its Council Meeting held today, approved several major proposals aimed at improving civic infrastructure, enhancing public services, and promoting citizen welfare. The meeting was presided over by Hon’ble Minister, Government of NCT of Delhi, Parvesh Sahib Singh Verma, in the presence of Member of Parliament (New Delhi) Bansuri Swaraj, NDMC Chairperson Keshav Chandra, Vice Chairman Kuljeet Singh Chahal, NDMC Member & MLA Virender Singh Kadian, and Council Members Anil Valmiki and Sarita Tomar.
Vice Chairman Kuljeet Singh Chahal informed that all Council Members unanimously passed a “Ninda Prastav” (condemnation resolution) to mark the 50th anniversary of the imposition of Emergency in India on June 25, 1975. The resolution strongly condemned the dark phase of Indian democracy, recalling how citizens’ fundamental rights, civil liberties, and democratic institutions were brutally suppressed during the 21-month Emergency declared by the then Prime Minister Smt. Indira Gandhi. The Council collectively remembered this as a stark lesson in the importance of safeguarding democratic values.”
Key Proposal Approved:
Procurement of 5 CNG-Operated Mechanical Road Sweepers (MRS):
To address worsening air quality and dust pollution—especially during the winter months—the Council approved the procurement of five new CNG-operated Mechanical Road Sweepers. The existing fleet of MRS machines, deployed in 2017–18, has aged and is frequently out of service, severely affecting NDMC’s ability to meet its daily cleaning target of 365 kilometers of roads.
Chahal stated that NDMC’s Swachhta Division actively monitors air quality and reports data to agencies including CPCB, DPCC, and CAQM. Under the National Green Tribunal’s guidelines prohibiting new diesel vehicle registrations in Delhi, the Central Pollution Control Board (CPCB) has agreed to fund the procurement of these new CNG-operated sweepers.
The Council granted administrative approval for the Preliminary Estimate of ₹6,69,50,000/- for the procurement through CPCB funding. This will ensure uninterrupted mechanized sweeping, significantly reducing road dust and enhancing cleanliness in this VVIP zone of the capital.

During the discussion, Hon’ble Minister Shri Parvesh Verma raised several important civic concerns aimed at improving public amenities across the NDMC area. These include:
• Comprehensive Civic Maintenance at Religious Sites/Temples:
Verma emphasized the need for regular upkeep and civic services at religious places, including temples within NDMC’s jurisdiction. He stressed the importance of providing adequate water supply, timely civil repairs, regular cleaning, horticulture maintenance, lighting, and security to ensure that devotees experience a clean, safe, and respectful environment.
• Strengthening Basic Services in JJ Clusters (Seva Bastis):
He also urged the Council to focus on delivering essential civic amenities in JJ clusters (Seva Bastis), such as sanitation, garbage collection, water availability, street lighting, and footpath repair. He stated that these communities must be integrated into the mainstream development plans, in the spirit of inclusive urban governance envisioned in Viksit Bharat@2047.
Special Initiative for Women-Friendly Public Facilities: – Pink Toilets in All NDMC Markets
He proposed a significant step toward gender-sensitive infrastructure by suggesting the development of at least one Pink Toilet in every market within the NDMC area.
He explained that these facilities would be exclusively designed for women and staffed with a female sanitation worker and a women security guard to ensure safety, hygiene, and dignity. The Pink Toilets would be equipped with modern amenities including sanitary napkin vending machines, baby care spaces, and clean drinking water.
This initiative is aimed at encouraging women’s participation in public life and creating a safer, more accessible urban environment for women, thereby contributing meaningfully to the Nari Shakti vision of Hon’ble Prime Minister Narendra Modi under Viksit Bharat@2047.
