Delhi Unveils Master Plan 2047: Housing for All, Metro Expansion, and Yamuna Floodplain Safeguards

Delhi today unveiled its ambitious Master Plan 2047, a blueprint that promises housing for all, expanded metro connectivity, and stricter environmental safeguards along the Yamuna floodplains.

Union Housing Minister Manohar Lal Khattar and Lieutenant Governor Taranjit Singh Sandhu highlighted the city’s transformation journey—from Indraprastha to the national capital, from the formation of DDA in 1957 to the NCR planning in 1985, and now to a futuristic vision for 2047.

The 485-page plan, now available online, proposes 40 lakh new flats to accommodate an expected population rise of 80 lakh. Older housing blocks will be reconstructed with RWAs’ participation, while 69 urban villages have been earmarked for development activities.

Transport infrastructure is central to the plan: Delhi Metro’s network will expand from 416 km to 695 km, RRTS corridors will grow to six, and 24-hour metro services are under consideration in select areas. Public transport corridors including buses and small modes will be integrated to ease congestion.

Commercial and institutional growth has also been addressed. Height restrictions have been lifted, FAR (floor area ratio) for schools and nursing homes increased, and commercial establishments on 30-meter roads permitted. Categories of land use have been streamlined from 133 to 45, aligning with Amrit Yojna and PM Gati Shakti.

On the ecological front, the Yamuna floodplain has been divided into flood-prone and non-flood-prone zones. Construction will be strictly prohibited in flood-prone areas, with emphasis on greenery, parks, and citizen-friendly facilities. Special provisions aim to safeguard residents and property during floods.

The LG recalled Delhi’s traffic struggles since the 1970s, stressing the importance of metro expansion. While congestion charges are not planned yet, the focus remains on sustainable infrastructure—roads, sewage, water supply, and enhanced NCR connectivity.

Housing & Redevelopment The plan promises nearly 40 lakh new homes, with a strong focus on affordability and provisions for weaker sections. Slum clusters will be redeveloped under the principle “Jahan Jhuggi, Wahan Makan”, ensuring residents get permanent housing at or near their current locations. Unauthorized colonies and older residential areas will undergo planned redevelopment, while land pooling will unlock growth opportunities in Outer Delhi.

Transport & Connectivity Delhi Metro’s network will expand dramatically—from 416 km to 695 km—by 2047, supported by six RRTS corridors. Three major multi-modal hubs are planned at Anand Vihar–Karkardooma, Kashmere Gate, and Nizamuddin–Sarai Kale Khan, integrating metro, rail, and bus services. Transit-oriented development will encourage last-mile connectivity, walking, and cycling.
