Delhi Government has laid the foundation for a cleaner, greener capital—by turning construction waste into civic assets.
Urban Development Minister Shri Ashish Sood chaired a high-level meeting with top agencies including MCD, PWD, DJB, DDA, DMRC, and DISCOMs to enforce the mandatory use of recycled Construction & Demolition (C&D) waste across all public infrastructure projects.
Under the 2016 C&D Waste Management Rules notified by MoEFCC, all public sector bodies must now use recycled materials in construction. MoHUA has set a bold target of 9.85 lakh metric tonnes for Delhi in 2025–26. But current usage is just 52,000 MT—a gap the Minister called “alarming.”

Department-Wise Targets (2025–26):
| Department | Target (MT) |
|---|---|
| MCD | 2,00,000 |
| DSIIDC | 1,00,000 |
| I&FC | 2,00,000 |
| PWD | 1,00,000 |
| DJB | 25,000 |
| NDMC | 10,000 |
| DTC | 10,000 |
| DUSIB | 5,000 |
| TPDDL, BRPL, BYPL | 5,000 each |
These materials will be used for road sub-base, tiles, drain covers, benches, and more.
Strict Enforcement Ahead:
- No compliance = No payment.
- Quarterly reviews to track progress.
- Barricading and covering of C&D sites made mandatory.
Sood said, “Proper disposal and reuse of C&D waste is not just an environmental necessity—it’s a civic responsibility. Delhi must lead by example.”
