No Ward-Level Funds, Citizens Suffer: Mukesh Goyal Calls Budget Hollow

The Municipal Commissioner’s budget for 2025 has sparked sharp criticism from the Indraprastha Vikas Party (IVP). Senior councillor Mukesh Goyal has termed the proposals “incomplete,” highlighting the absence of councillor funds for ward-level development. While the budget refrains from introducing new taxes—a move welcomed by many—the lack of financial provision for local projects has raised concerns about stalled civic works. The debate now shifts to the Standing Committee and the House, where councillors are expected to press for amendments before final approval.

The Indraprastha Vikas Party (IVP) has strongly criticised the Municipal Commissioner’s budget presented on Friday, calling it “incomplete” and inadequate to meet Delhi’s pressing civic needs.

Senior councillor Mukesh Goyal, voicing the party’s stance, said the absence of councillor funds in the proposals is deeply disappointing. “The lack of provision of councillor funds is disappointing. The path to Delhi’s development will be decided during discussions in the Standing Committee and the House,” he remarked.

While Goyal welcomed the Commissioner’s decision not to increase existing tax rates or impose new levies, he underlined that the budget fails to address ward-level development. “For three years, MCD’s development work has been stalled. Citizens are struggling with poor sanitation, broken roads, and lack of basic amenities. Without councillor funds, regional development cannot move forward,” he added.

The IVP has pledged to raise the issue vigorously in upcoming Standing Committee and House debates. Party councillors will demand the inclusion of dedicated funds for local projects, arguing that grassroots development is essential for restoring public trust in civic governance.

As the budget heads for detailed scrutiny, the spotlight is now on whether the House will incorporate councillor funds and bridge the gaps flagged by IVP. The final decision will shape the trajectory of Delhi’s municipal development in 2025.
