Environment Minister Manjinder Singh Sirsa led a high-level discussion with representatives from 30 stakeholder agencies to review and advance Delhi’s Winter 2025 Air Pollution Control Action Plan
174 Anti-Smog Guns, 219 Mist Sprayers to Fight Pollution
Discussions covered 17 broad action points, including dust pollution control from roads and open areas, procurement and deployment of mist sprayers and water sprinklers, and deployment of 174 anti-smog guns on high-rise buildings across the city.
Environment Minister Manjinder Singh Sirsa chaired a vital preparatory meeting with representatives from 30 stakeholder agencies, including DDA, MCD, DSIIDC, DPCC, DJB, PWD, CPWD, Delhi Police, NCRTC, NHAI, DMRC, DCB, and I&FCD, to evaluate progress on work done so far and set directives for preparations in the Winter 2025 Air Pollution Control Action Plan, ensuring the entire mechanism is ready for the peak pollution months from October to February.
The meeting focused on 17 key action points across various categories, where departments apprised the minister on ongoing work and received clear instructions for timely execution.
Broader discussions touched on controlling dust pollution from roads and open areas, procuring and deploying mist sprayers and water sprinklers, managing dust at construction and demolition sites, exploring pilot projects for cloud seeding to prevent pollution buildup, controlling open burning and preventing stubble burning, enforcing industrial pollution controls, deploying electric heaters for ground manpower to reduce emissions, assigning anti-smog guns to buildings, engaging resident welfare associations for roadside greening, ensuring uninterrupted power supply to minimize backup generator use, preventing fires at landfills and handling legacy waste through bio-mining, constituting dedicated enforcement teams, promoting public awareness and participation, strengthening green war rooms and citizen apps for monitoring, and enhancing overall implementation of graded response action plans.
Special attention was given to public awareness programs integrated with each action category, which are being intensively developed and executed to reach out to the maximum number of people through community-driven campaigns, educational initiatives, and widespread outreach for greater citizen involvement in pollution mitigation.
“Our administration is committed to a proactive, round-the-clock effort against air pollution, deploying tech-based interventions like anti-smog guns, sprinklers, and web-based monitoring to ensure every corner of Delhi breathes easier,” said Manjinder Singh Sirsa.
He emphasized the need for all concerned departments to accelerate road repair work, C&D waste removal with mandatory coverage during transit to designated dumping spots, bio-mining at landfill sites, greening of roadsides, optimal utilization of mechanized road sweeping and waste segregation equipment, operation of machines during non-peak hours, deployment of anti-smog guns at C&D sites, and control of construction dust through advanced monitoring mechanisms.
minister announced he will personally visit the three landfill sites in the coming weeks to inspect bio-mining progress and ensure accountability.
“Public participation is key to our success; through strengthened awareness programs and efficient complaint redressal, we’re empowering citizens to join this year-round mission for a healthier Delhi,” added Sirsa.
Agencies were instructed to complete installations and targets before the October deadline, reaffirming the Delhi Government’s unwavering dedication to sustainable, technology-led solutions for cleaner air.
IMP HIGHLIGHTS
• A total of 219 mist spraying systems have been installed on poles in central verges along road stretches covering 13 pollution hotspots, while 5.95 lakh pollution-related challans (without PUCC) were issued till August 2025—the highest in five years.
• Vehicular interventions saw 10,86,487 non-destined goods vehicles checked and 64,214 turned back, alongside 4,71,400 notices issued and 9,48,352 challans for unauthorized parking, with 1,28,364 vehicles impounded/towed away and 1,98,157 challans for violation of restriction timings.
• No landfill fire has occurred in 2025, heater deployments increased in RWAs with 576 issued, and 1,925 industries have shifted to cleaner fuels, with 50 more on track.
• Emphasis was placed on intensifying public awareness programs linked to each action category, designed to engage and educate maximum citizens through targeted outreach.
• The minister directed strengthening of green war rooms, complaint registration, and redressal mechanisms for faster, more effective pollution control.
