The increase in councillor funds without increasing MCD income is questionable: Mukesh Goyal


Indraprastha Vikas Party (IVP) leader and senior municipal councilor in Delhi Municipal Corporation, Mukesh Goyal, has described the budget of the Standing Committee Chairman as ‘digging a mountain and finding a mouse’ and full of hollow promises. Standing Committee Chairman Satya Sharma presented the budget proposals for the coming financial year in the MCD House meeting.


Mukesh Goyal said that the Aam Aadmi Party previously held the MCD back for three years. Now, in the budget proposals presented on Wednesday, the councillor fund has been announced to be increased from ₹ 1.55 crore to ₹2 crore. But it was not explained where the money would come from to contribute to the councillor fund. He said that without increasing the MCD’s income, it cannot be spent on any item. Only ₹25 Lakh has been released from last year’s ₹1.55 crore fund. Instead of releasing the remaining funds from the previous financial year, the announcement of an increase in funds for the next financial year is simply a hollow claim.


On the issue of regularizing the contractual employees, Mukesh Goyal said that no contractual employees have been recruited in MCD after 2016-17. If the intentions of the ruling party are clear towards the employees then a proposal should be brought to regularize the employees of all the departments of MCD. The Standing Committee Chairman did not provide budgetary figures for the regularization of temporary employees in his budget proposals. Temporary employees cannot be made permanent employees without funding. On the other hand, if any of these employees do not meet the recruitment rules, then a ‘one time relaxation’ scheme should be introduced to regularize them. Because this has happened before. He further stated that the Standing Committee Chairman’s budget proposals are completely empty promises, and there is no way they can be fulfilled.
