New Delhi, August 29, 2026: Municipal Corporation of Delhi (MCD) Commissioner Sanjeev Khirwar chaired a high-level meeting with World Bank experts on Saturday to discuss strategic options and global best practices for improving municipal solid waste management in Delhi.
The meeting was attended by Additional Commissioners, Engineer-in-Chief, Deputy Commissioners of all zones and other senior MCD officials.The discussions focused on developing sustainable solutions to improve visible cleanliness in the city through more efficient waste collection, transportation, processing and scientific disposal.
The World Bank team presented waste management models followed by cities including Tokyo, New York and Barcelona.Tokyo’s technology-driven model, which uses advanced Waste-to-Energy technology, was discussed in detail.
Tokyo has 23 Waste-to-Energy facilities, enabling a significant portion of municipal waste to be scientifically processed.The experts also presented New York City’s externalised waste management model, under which private agencies are involved in transporting and processing waste, including its movement to facilities outside the city.
Barcelona’s hybrid model, along with its focus on behavioural change, waste reduction and segregation, was also discussed. Under its Zero Waste Plan 2021–2027, Barcelona is moving towards decentralised waste management facilities to reduce pressure on transportation networks and large centralised processing plants.
The World Bank experts subsequently discussed strategic options and a proposed waste management model for Delhi, aimed at improving MCD’s operational efficiency, strengthening financial sustainability and reducing atmospheric emissions from municipal waste management.
The MCD team also gave a detailed presentation on the existing system for collection and transportation of municipal solid waste in Delhi and apprised the World Bank team of existing and upcoming waste processing facilities and other initiatives.
Commissioner Sanjeev Khirwar said MCD is continuously working to strengthen Delhi’s sanitation and waste management system. He stressed that global best practices should be adapted to Delhi’s local requirements and ground realities.He said Delhi needs a time-bound, comprehensive and sustainable waste management strategy covering efficient collection, transportation, processing, scientific disposal and maximum recovery of resources from waste.“Technology, efficient planning and active participation of citizens will play an important role in achieving a cleaner and more sustainable Delhi,” the Commissioner said.
