In a decisive move hailed as a historic reform, the Delhi Government has brought into force the Delhi School Education (Transparency in Fixation and Regulation of Fees) Act, 2025 along with its Rules. Education Minister Shri Ashish Sood announced that the new law, effective immediately, aims to end arbitrary fee hikes by private schools, empower parents, and establish transparency as the cornerstone of Delhi’s education system.
The Delhi Education Department has begun implementing the procedures outlined in the new Act and Rules, including scrutiny of fee proposals, permissions, reporting, and monitoring. This marks a significant departure from the past, as previous governments allegedly ignored the issue for 27 years. “Within days, our government enacted a strong law and set a new benchmark for administrative efficiency and good governance,” said Shri Sood, sharply criticizing earlier administrations.
Reiterating the government’s philosophy, the Minister declared, “Education is not a business, it is a right.” He emphasized that the Act is designed to safeguard parents from unjustified fee hikes, while ensuring that every child in Delhi receives quality education delivered with honesty, fairness, and transparency. The Act introduces several groundbreaking provisions:
- Mandatory participation of parents in fee fixation and revision processes.
- Public disclosure by schools of financial statements, expenditure details, fund utilization, and fee structures.
- Robust grievance-redressal mechanisms to address parental complaints.
- Immediate government action against unauthorized or sudden fee hikes.
- Prior approval procedures before any fee increase is permitted.
Shri Sood appealed to parents and guardians to actively cooperate in making the system successful, stressing that their involvement is vital to maintaining transparency. He assured that with this framework in place, parents will no longer face persistent fee-related grievances, and schools will be held accountable for their financial practices.
The Minister also underlined that the interests of parents remain paramount. “This transformative step will not only enhance parental trust but also increase the accountability of schools,” he said. By mandating transparency and empowering parents, the government hopes to restore public confidence in Delhi’s education system.
