The Municipal Corporation of Delhi (MCD) has launched a time‑bound inquiry into the misuse of residential properties for commercial purposes, following strict directions from the Hon’ble Supreme Court.
In a communication issued by Commissioner Sanjeev Khirwar on April 20, all Zonal Deputy Commissioners have been instructed to conduct detailed field surveys across colonies, group housing societies, and plotted developments under MCD’s jurisdiction. The exercise will also cover unauthorized and regularized colonies, as well as isolated pockets surrounded by MCD areas.

The directive emphasizes that the data must be accurate, verified, and supported with records to enable the filing of an affidavit before the Supreme Court. Responsibility will be fixed for any omission or incorrect reporting.
The compiled reports are to be submitted to the Additional Commissioner (Engineering) within seven days, underscoring the urgency of the matter. The affidavit will be personally affirmed by the Commissioner before the Court.
Marking the communication as “MOST URGENT / TOP PRIORITY,” the MCD has signaled its intent to comply fully with the apex court’s directions and ensure accountability in identifying residential premises misused for non‑residential purposes.
